Clallam Bay man faces trial on child porn charges

PORT ANGELES — Colby C. Underwood-Moore, 33, of Clallam Bay faces a 10-day jury trial Jan. 29 in Clallam County Superior Court on four counts of child pornography.

He was in court on Nov. 21 before Clallam County Superior Court Judge Simon Barnhart. A status hearing was set for 9 a.m. Dec. 8.

On Aug. 14, 2020, Underwood-Moore was charged in Clallam County Superior Court with two counts of first-degree dealing in depictions of minors engaged in sexually explicit conduct and two counts of first-degree possessing depictions of minors engaged in sexually explicit conduct.

Numerous continuances and canceled jury trial dates followed. He has been free on $2,500 bail since Aug. 13, 2020.

According to the criminal complaint filed Aug. 14, 2020, in Clallam County Superior Court, on or about Jan. 18, 2018, Underwood-Moore “did knowingly duplicate, disseminate or exchange any visual or printed matter” consisting of a 23-second video file and a 16-second video file.

Then on or about Feb. 11, 2020, he “did knowingly duplicate, disseminate or exchange any visual or printed matter” consisting of two jpegs, the complaint said.

All four counts are Class B felonies, punishable by up to 10 years in prison and/or a $20,000 fine, plus fines and restitution.

A State Patrol report contained in an Aug. 12, 2020, probable cause statement said the Seattle Police Department began investigating Underwood-Moore on March 11, 2020, based on a CyberTip filed with the National Center for Missing and Exploited Children.

The investigation was turned over to the State Patrol after it was determined Underwood-Moore lived in Clallam Bay.

Search warrants for Underwood-Moore’s Gmail account showed emails, photos and videos, including attachments he allegedly transmitted, depicting child pornography involving children as young as 2 to 3 years old, according to the State Patrol report.
