7th Haven construction set to begin at 5 a.m. Tuesday

Part of Seventh Street in Port Townsend will be closed to traffic

PORT TOWNSEND — Heavy construction work will start earlier than usual Tuesday morning at the 7th Haven project in the Castle Hill neighborhood, city officials said, and a portion of Seventh Street will be closed to traffic.

Clark Construction, the Bainbridge Island contractor building the 7th Haven affordable apartment complex, will mobilize its concrete trucks at 5 a.m. and arrive on site at Seventh and Hendricks streets at 5:30 a.m. Tuesday.

Seventh Street will be closed between Hendricks and Grant streets from 5 a.m. to 1 p.m. to accommodate the trucks, said Dave Nakagawara, the city building official and interim co-director of Development Services.

Clark Construction will be placing 360 cubic yards of concrete on the first floor of the 7th Haven building, he said.

Due to the nature of the work, the trickiness of concrete traveling a distance and the need to avoid work traffic, there are few options other than a long day and early start, Nakagawara noted in a post on the city of Port Townsend’s Facebook page.

This scale of and type of construction is out of the norm for the city and its residents, but 7th Haven is a much-needed affordable housing project, he said.

Olympic Community Action Programs (OlyCAP) is the nonprofit developer of the $15.4 million complex.

Since its early planning stages in 2018, 7th Haven has received funding from the city, the county, local service groups and an $11.3 million grant from the state Department of Commerce.

It’s projected to be complete in spring 2023, OlyCAP executive director Cherish Cronmiller has said.
