BELLINGHAM — The No. 2 person in charge of the U.S. Border Patrol’s Blaine sector — which includes the North Olympic Peninsula — has been jailed in Bellingham for investigation of child rape.
The Whatcom County sheriff’s office says deputies arrested the 55-year-old man, Joseph W. Giuliano, on Thursday morning at his home.
He had been charged Wednesday in Whatcom County Superior Court with raping a 14-year-old girl.
Charging documents say Giuliano admitted to investigators having sex with the girl at least 24 times. If convicted he faces up to 15 years in prison.
He has been relieved of his Border Patrol duties and has turned in his badge and gun.
