CARLSBORG — The Clallam County Department of Community Development will hold a community workshop Thursday and the Clallam County Planning Commission will hold a public hearing Oct. 19, both regarding proposed amendments to the county’s comprehensive land use plan and zoning for the 560-acre Carlsborg Urban Growth Area (UGA).
Changes considered for the land use and zoning are based on recommendations by the Carlsborg Community Advisory Council.
The Thursday workshop is scheduled for 6:30 p.m. at Greywolf Elementary School, 171 Carlsborg Road.
The Oct. 19 public hearing is 6:30 p.m. at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
Goals, policies
The proposed updates focus on goals, policies, development standards and infrastructure planning for the Carlsborg UGA that include:
• Changing current Carlsborg residential zoning that allows two dwelling units per acre with three proposed residential zones that would allow a density in the recommended Zone I from four to six dwelling units per acre, Zone II from four to eight dwelling units per acre and Zone III from four to 10 dwelling units per acre.
• Changing Carlsborg Village Residential to Carlsborg Village Center on the west side of Carlsborg Road, north of Spath Road.
• Establishing a minimum residential density for new development and land divisions within the Urban Growth Area residential zones to a minimum four dwelling units per acre, with the goal to ensure future development is planned at urban densities.
• Rezoning about 12 acres on the south side of U.S. Highway 101 from residential to commercial, between the Parkwood Manufactured Home Community and Taylor Cutoff Road.
• Removing building size requirements and reducing setback requirements in commercial and industrial zones.
• Updating Carlsborg Urban Growth Area policies.
• Updating the Carlsborg Capital Facilities Plan, including updates to incorporate and reference the adopted 2014 Carlsborg Wastewater Plan.
The workshop is intended to inform the residents of Carlsborg on the proposed changes and give them an opportunity to provide input on the proposed recommendations.
Input that is gathered from the workshop will be presented to the Clallam County Planning Commission at its scheduled public hearing Oct. 19.
