EYE ON CLALLAM: Clallam, Jamestown Tribe seek pact for oyster restoration grant

Clallam County commissioners will discuss a contract with the Jamestown S’Klallam Tribe for a state Department of Ecology grant for a quality assurance project plan and Olympia oyster restoration efforts Monday.

The work session will begin at 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The tribe will conduct an annual population survey of Olympia oysters at a restoration site in Blyn as part of a Clallam County Marine Resources Committee project.

Other discussion items for the county work session include:

• A $50,787 personal services agreement with Volunteers in Medicine of the Olympics to provide a program to assist individuals referred by Port Angeles police or U.S. Border Patrol who are in need of behavioral health services.

• A $15,080 personal services agreement with West End Outreach Services to provide behavioral health treatment to individuals and families at or below the federal poverty level.

• A $3,500 personal services agreement amendment with Olympic Community Action Programs adjusting the salaries and administration fees while keeping the maximum consideration the same.

• A $22,640 personal services agreement with Olympic Personal Growth Center for early intervention services to youth in Sequim middle and high schools.

• A $44,940 personal services agreement with Olympic Personal Growth Center to provide substance use disorder services to individuals at or below the federal poverty level.

• A grant with the state Department of Ecology for its Local Solid Waste Financial Assistance program to support a residential and business recycling/waste prevention program.

Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.

Scheduled action items include:

• A letter of support for a grant application being submitted by the state Parks and Recreation Commission to acquire property in Clallam County.

• Recognizing Kathleen “KC” Carmean for more than 18 years of service to Clallam County.

• An agreement with the state County Road Administration Board to authorize funds for paving and improvements to Carlsborg Road from U.S Highway 101 to Old Olympic Highway.

• Bid openings for guardrail repair projects.

Port Angeles city

The Port Angeles City Council will discuss the city manager internal recruitment process and continuity of operations planning Tuesday.

The special meeting will begin at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth.

Current City Manager Dan McKeen has announced that he plans to retire later this year.

Other topics on the agenda include an executive session to discuss potential litigation.

Port of Port Angeles

Port of Port Angeles commissioners will consider awarding a bid for the Marine Terminal Stormwater Treatment project when they meet at 9 a.m. Monday.

Commissioners will meet at the Port of Port Angeles administration building, 338 W. First St.

The port had allocated $2,050,000 for the project. The lowest of four bids was $2,360,450 from Interwest Construction, Inc. The project estimate exceeds the budgeted amount by $680,000, the port said in an agenda memo. The additional money would be drawn form capital reserves.

Commissioners also will consider approving a contract for $172,833 with ThyssenKrupp Elevator for modernizing the administration building elevator, a funding application for the Marine Trades Industrial Park and the policy for procurement of electric vehicles and alternative fuel.

Clallam Transit

The Clallam County Transit System Board will discuss its Asset Management Plan adoption, as well as its participation and sponsorship in the 2018 Clallam County Fair when it meets at 1 p.m. Monday.

The board will convene at Forks City Hall, 500 E. Division St., Forks.

Other items on the agenda include a Peninsula College student transit pass program agreement renewal.

Sequim schools

The Sequim School Board will consider petitioning the Office of Superintendent of Instruction to increase its capital projects fund appropriations when it meets for a regular session at 6 p.m. Monday.

The board will meet at the auditorium at Helen Haller Elementary at 2350 W. Fir St. The regular meeting will be preceded by an executive session at 5 p.m. to review a Sequim Education Association presentation; no action is to be taken.

The board will consider a resolution increasing Capital Projects Fund appropriations from $3,763,900 to $4,530,000, an increase of $775,100. Unanticipated expenditures in the 2017-18 school year includes new,non-voted debt and a greater scope of the building project for the central kitchen remodel.

The fund has enough money, the resolution says, but permission must be granted by OSPI.

Crescent schools

The Crescent School Board will consider enrollment and finances when it meets at 7 p.m. Thursday.

The board will meet in the library at the school at 50350 state Highway 112 in Joyce. An executive session is planned to discuss collective bargaining and a student matter.

It will consider a middle school science curriculum and several policies.

Quillayute schools

The Quillayute Valley School Board will consider a contract agreement for a generator project when it meets at 5:30 p.m. Tuesday.

The board will meet in the library at the Forks High School, 261 Spartan Ave.

It also will consider approval of a cooperative agreement with Bates Technical College and a contract for the upgrade of Forks Elementary School’s intercom and clock system.

Cape Flattery schools

Cape Flattery School Board will consider a request for the use of Neah Bay High School campus facilities for sports during the summer when it meets at 6 p.m. Wednesday.

The board will meet at Neah Bay School.

It also will consider resignations and hirings.

Marine Committee

The Clallam County Marine Resources Committee will elect officers and discuss the final NWSC proposal when it meets Monday.

The committee will meet at 5:30 p.m. in the commissioners’ large meeting room at the Clallam County Courthouse, 223 E. Fourth St.

Other topics on the agenda include Olympia oyster restoration, forage fish monitoring and shellfish biotoxin project updates.

Public Utility District

The Clallam County Public Utility District commissioners meeting originally scheduled for Monday has been canceled.
