EYE ON CLALLAM: County considers revisions to financial policies

The three Clallam County commissioners will discuss proposed amendments to county policies for budget changes and modifications and financial system operations and security Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other scheduled discussion items include:

• A resolution limiting refunds, cancellations or corrections of the tax rolls to the ordinary time limits.

• A briefing on ethics code and the Open Public Meetings Act.

• Proposed changes to county policy for property control.

• A call for bids for Lower Elwha Road improvements.

• A call for hearing on amendments to the six-year Transportation Improvement Program.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Posted agenda items include:

• A proclamation recognizing March as Developmental Disability Awareness Month.

• An agreement with the state Military Department Homeland Security to fund the Sheriff’s Office Emergency Management program.

• Agreements with First Step Family Support Center, Lutheran Community Services, Peninsula Behavioral Health and West End Outreach Services for chemical dependency and mental health services.

• Notice of bids for the hot-mix asphalt and liquid asphalt requirements.

• A resolution for the preservation, maintenance and improvement of the John Wayne Pioneer Trail.

• A resolution certifying county capitalized asset inventory as of last Dec. 31.

• Notice of a March 28 hearing on proposed zoning amendments for vacation rentals.

• A public hearing on the proposed sale of three sheriff’s office pistols as surplus property.

County/port

Clallam County commissioners and Port of Port Angeles commissioners will discuss joint business at a special meeting Monday.

The meeting will be at 10:30 a.m. at port headquarters at 338 W. First St.

At 11 a.m. will be a presentation of the state Department of Natural Resources impact study by Olympus Consulting.

Also on the agenda are presentations by the state Department of Commerce, Workforce Training and Education Coordinating Board, and Impact Washington.

Port of Port Angeles

Port of Port Angeles commissioners will consider awarding a bid for constructing a headline dolphin on Terminal 3 when they meet Monday.

Commissioners will meet at 9 a.m. at port headquarters at 338 W. First St.

The low bidder for the Port Angeles project was Legacy Contracting Inc. of Stayton, Ore., which bid $908,273.

Commissioners also will consider a real estate broker commission policy and review a proposed agenda for a joint meeting with the Sequim City Council on March 13.

Port Angeles city

The Port Angeles City Council will consider awarding a bid for the replacement of the Civic Field grandstand roof when it meets Tuesday.

The council will meet at 5:45 p.m. to interview a planning commission applicant and at 6 p.m. for a regular meeting at 321 E. Fifth St.

The roof project bid is on the consent agenda and is to go to D&D Construction Inc., which provided the low bid of $47,237.

A three-tab roof was placed on the grandstands in 1998. Now, it leaks during heavy rains. Lodging tax revenues will pay for the project, as they have for a new home run fence costing $66,471.

Also on the consent agenda are appointments to the parks, recreation and beautification commission and acceptance of a contract to clean and inspect sewer and storm drains.

The council also will conduct a first reading of changes to Titles 2, 14, 16 and 17 of the municipal code after an annual review of ways to clarify the code.

It will consider renaming Georgiana Park the Quinn Redlin Kitner Memorial Park, Francis Street Park the 9/11 Memorial Waterfront Park and the booth at Civic Field the Howard “Scooter” Chapman press box.

The council plans its second strategic planning workshop Friday.

The special meeting will be from 9:30 a.m. to 2:30 p.m. in the Wendell Room at Olympic Medical Center, 939 Caroline St.

Clallam Finance ­Committee

The Clallam County Finance Committee will review the treasurer’s 2017 tax and timber report, investments and a memo regarding the treasurer’s disbursement policies Thursday.

The meeting will begin at 9 a.m. in the commissioners room (160) at the Clallam County Courthouse.

Clallam PUD

Clallam County Public Utility District commissioners will consider the purchase of a 3M conductor and Nighthawk electric meters Monday.

The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Commissioners also will consider establishing the district’s travel policy and authorizing certain officers to invest and manage district funds in the corporate treasury division of U.S. Bank.

Port Angeles schools

The Port Angeles School Board will hear a report on truancy when it meets Thursday.

The meeting will be at 7 p.m. at the Central Services Building,

The board also will hear an update on the Boys & Girls Clubs of the Olympic Peninsula and a public records requests report.

A quorum of the Port Angeles School Board will judge the National Challenge Future Chefs competition Friday.

The judging will be at 11:30 a.m. at Port Angeles High School, 304 E. Park Ave.

Sequim schools

The Sequim School Board will accept a letter of resignation from board Vice President Beverly Horan and elect a new vice president when it meets Tuesday.

The board will meet at 6 p.m. at 503 N. Sequim Ave. The meeting day was changed from its usual Monday because of scheduling conflicts.

The board also will consider deleting policies on transfers of certificated administrative staff and job descriptions.

It will consider approval of the district calendar for the 2017-18 school year.
