EYE ON CLALLAM: Public hearing set on redirecting revenue to housing

Clallam County commissioners will conduct a public hearing on proposed code change to redirect existing sales tax revenue for affordable housing at 10:30 a.m. Tuesday .

The hearing will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The proposal would not increase the sales tax rate, according to an executive summary.

Action items for the 10 a.m. business meeting include:

• An application for a general permit with the state Department of Transportation for an illegal dumping sign installation at Midway Metals.

• Agreements with the Office of the Secretary of State regarding the collection and distribution of electronic filing fee payments submitted with online declaration of candidacy filings and to identify obligations and duties for the annual vendor maintenance and support costs of the VoteWA system.

• Agreement with Sebris Busto James for legal counsel and representation.

• Amended agreements with Friendship Diversion Services for providing a supervised alternative to jail for offenders and to continue to provide a community service work program and electronic monitoring program.

• Agreements with the state Department of Ecology for the Solid Waste Management Waste Reduction and Recycling education program and with Olympic Peninsula Humane Society for shelter facilities and animal licensing services.

• Agreement sublease with City of Port Angeles for use of a shared storage facility

• A request for proposals and qualifications due Jan. 31 for Health and Human Services developmental disabilities programs.

• A resolution certifying a county capitalized asset inventory as of Dec. 31, 2018.

• Verbal approval of 2020 behavioral health request for proposals, summaries and recommendations.

• A resolution appointing Christina Miko to the Behavioral Health Program Fund Advisory Board.

• A resolution appointing and reappointing Jennifer Oppelt, Christina Smith, Cheri Tinker, Mary Hogan and Thomas Steffen to the Homelessness Task Force.

• A resolution reappointing Skye Eastman to the Developmental Disabilities Advisory Committee.

• A resolution reappointing Alice Ryan and Katherine Krueger to the North Pacific Coast Marine Resources Committee for western Clallam and Jefferson counties.

• A resolution reappointing Scott Clausen to the Planning Commission.

• A resolution reappointing Carolyn Lindley and Joseph Sharkey to the Olympic Area Agency on Aging.

• A resolution reappointing Nathan Tyler, Brooke Nelson and Liz Mueller to the Sheriff’s Citizens Advisory Committee.

• A resolution reappointing Margaret Owens to the Heritage Advisory Board.

• A resolution reappointing Vanessa Fuller to the Lodging Tax Advisory Committee.

• Notice of a Jan. 28 hearing on the proposed vacation of a county right of way near the Dungeness River Center.

Commissioners will conduct a work session at 9 a.m. Tuesday.

They will hear a presentation by Citizens for Affordable Schools opposing the proposed Port Angeles School District levy.

Other scheduled discussion items include:

• An agreement with the state Department of Transportation to receive federal funding from the Federal Highway Administration.

• A presentation from the Heritage Advisory Board and a request for a resolution establishing the Heritage Advisory Board.

• A resolution appointing David Brownell to the Heritage Advisory Board.

• A resolution appointing Josh Borte to the Fair Advisory Board.

• A resolution reappointing Mark Urnes to the North Olympic Library System Board of Trustees.

• A resolution appointing Gordon Taylor to the Trails Advisory Committee.

• A resolution appointing Glenn Teeter and reappointing John Robinson and Brian Adler to the Clallam Bay/Sekiu Sewer Advisory Committee.

• A resolution reappointing Virginia O’Neil to the Developmental Disabilities Advisory Committee.

• A resolution reappointing Stephanie Lewis, Amy Miller and Grace Bell to the Behavioral Health Advisory Board.

• A resolution reappointing Robert Vreeland to the Marine Resources Committee.

• A resolution reappointing John DeBoer to the Homelessness Task Force.

• A resolution designating commissioner involvement on advisory boards.

Forks City Council

A majority of the Forks City Council may be in attendance at a new council member orientation Saturday.

The orientation will begin at 9 a.m. at Forks City Hall, 500 E. Division St.

No action will be taken at the special meeting.

The agenda will be set by a facilitator with a focus on city operations using an Association of Washington Cities elected officials orientation checklist.
