EYE ON JEFFERSON: County considers biennial budgeting

The three Jefferson County commissioners will consider switching to a biennial county budget when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

A public hearing on biennial budgeting is set for 11 a.m.

Biennial budgeting instead of annual budgeting would reduce demands on elected officials and county departments by eliminating one full budget formulation cycle and replacing it with a mid-biennium budget review, staff members said.

Commissioners also will consider approving a new phone system for county offices.

A VoIP phone system would replace the present Legacy PBX system. Commissioners are asked to approve a contract with Strategic Technology Services, LLC.

Implementation would cost a little more than $36,000 and monthly service charges would add up to $53,256 annually, which staff members say is a savings of $58,000 per year.

Commissioners also will hear a report on the state Department of Natural Resources fourth quarter county income, conduct a hearing on declaring some county property surplus, and conduct an executive session to discuss strategy or position for collective bargaining.

At 1:30 p.m., commissioners will be briefed on the Jefferson County Parks and Recreation Advisory Board capital plan and on 4-H and the after school program.

Items on the consent agenda include:

• An amendment of a water quality monitoring agreement, adding $7,852 for a total of $47,852.

• An additional amount of $2,616 for a total of $122,942 for consulting services for the Salmon Creek Bridge, West Uncus Road project.

• A change order adding $65,247 for a total of $355,547 for aggregate for road bituminous surface treatment program.

• A bid award for $461,321 to Lakeside Industries, Inc., for the South Discovery Road Pavement Preservation Project.

Port Townsend city

The Port Townsend City Council will discuss the city’s annexation into the East Jefferson Fire Rescue District when it meets at 6:30 p.m. Monday.

The workshop will be in council chambers at historic City Hall, 540 Water St.

Also on the agenda is a report on the level of service of the Port Townsend Public Library and a solid waste contract report. The council plans an executive session to meet with legal counsel on current or potential litigation.

Port of Port Townsend

Port of Port Townsend commissioners will meet in Quilcene to hear input from community members at 5:30 p.m. Wednesday.

Commissioners will met at the Quilcene Community Center, 294952 U.S. Highway 101.

They will consider a parking resolution as well as hearing a Quilcene presentation.

The regular session will begin at 1 p.m. in chambers, 333 Benedict St. It will be preceded by a public workshop at 9:30 a.m.

Chimacum schools

The Chimacum School Board will conduct a public hearing on the proposed capital projects fund budget extension for 2018-19 when it meets at 6 p.m. Wednesday.

The meeting will be at Chimacum High School, 91 West Valley Road.

After the hearing, it will consider a request for budget extension for the fund.

The board also will consider its policy on the board-superintendent relationship, as well as policies on excused and unexcused absences, digital citizen ship and media literacy and purchasing.

The Choose Chimacum Enrollment Committee will present details on their recommendations.

The board will discuss campus signage.

PUD/CAB

Jefferson County Public Utility District commissioners and Citizens Advisory Board will discuss the CAB’s role when they meet at 10 a.m. Tuesday.

The joint meeting will be at the Jefferson County Transit center at 63 Four Corners Road.

Peninsula College

Peninsula College trustees will meet at 2 p.m. Tuesday.

The monthly meeting will be in the Cornaby Center on the Peninsula College Port Angeles campus.

No agenda was available as of Saturday.
