EYE ON JEFFERSON: County to consider mental health funding allocations

The three Jefferson County commissioners will consider allocations to mental health substance abuse programs when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Two executive sessions — one on potential litigation and another on actual litigation — are set at 2 p.m.

A quarterly meeting of elected officials and department directors is set for noon.

The Jefferson County Mental Health/Substance Abuse Advisory Committee recommended using the one-tenth of 1 percent tax revenue set aside for mental health programs for funding for two years.

The recommended amounts listed are for each year, 2019 and 2020.

• Nurse Family Partnership program, $64,428.

• Jumping Mouse services, $79,000.

• Jumping Mouse Brinnon pilot project, 34,145.

• School-based mental health services in Port Townsend, Chimacum, Quilcene and Brinnon school districts provided by MCS Counseling Group, $81,736.

• Navigator Program provided by MCS Counseling Group, $55,000.

• Recovery Café provided by Dove House, $45,000.

• Jail assessment/case management provided by Believe in Recovery, $32,000.

• CODIT services provided by Discovery Behavioral Healthcare, $30,000.

• Transitional housing provided by Discovery Behavioral Healthcare, $24,000.

• Transitional housing provided by Olympic Community Action Programs, $24,000.

• Funding for three therapeutic courts: Drug, Mental Health and Family, for case management, incentives and urinalyses,$98,751.

• Juvenile and Family Court, $11,500.

• Administrative support and billing services, $28,463.

• Contract/development/ management, vendor oversight, RFP development, staffing of the MH/SA advisory committee, $22,048.

• Funding for Kitsap County epidemiologist to provide data and reporting for all of the programs funded by the mental health fund, $16,511.

Commissioners also will consider setting a Feb. 11 hearing on a proposed county community development fee schedule. They will consider on Monday the department’s refund policies.

Commissioners also will consider proposed updates of the personnel administration manual.

Items on the consent agenda include:

• Calls for bids on pavement marking on county roads and for South Discovery Road Pavement Preservation Project.

• Consider using some of the public infrastructure funds to finance personnel in the Economic Development Council Team Jefferson.

• Consider a construction contract for the replacement of the baseball dugouts at Memorial Field with ACI Construction of Sequim for $21,037.

Port Townsend city

The Port Townsend City Council will discuss recommendations from the Community Task Force on City Manager Recruitment when it meets at 6:30 p.m. Monday.

The special business meeting will be in council chambers at historic City Hall, 540 Water St.

The staff will present the recommendations and public comment will be heard. No action is expected to be taken.

Port of Port Townsend

Port of Port Townsend commissioners will attend Port Day in Olympia from 7 a.m. to 7 p.m. Tuesday.

They will meet in the Conference Room ABC in the Cherberg Building at 304 SW 15th Ave., in Olympia.

Commissioners will meet with elected officials.
