The three Jefferson County commissioners will conduct a public hearing on a draft agreement with the Rocky Brook Hydroelectric Facility at a meeting that begins at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The public hearing will be at 10 a.m. The county mandated public access to the Rocky Brook trail and falls in 1986. Since then, the state Recreational Immunity Act, has been interpreted to mean that only companies that choose to provide access can be immune from liability.

The draft agreement would make access voluntary.

Immediately after the hearing will be a briefing on Chimacum School District by its superintendent, Rick Thompson.

Executive sessions on potential and actual litigation are planned from 11 a.m. to 11:45 a.m.

At 1:30 p.m., commissioners will hear a presentation on the Jefferson County Forestry Study.

On the consent agenda is a memorandum of agreement with the Quilcene School District for a school-based health center. The district would fund planning and outreach by the Jefferson County Public Health Department.

Other items on the consent agenda include:

• Hearing notices for Aug. 19 on conservation futures applications and on adopting procedures for disposition of property for public benefit.

• An agreement with the Administrative Office of the Courts for $14,420 for the Family and Juvenile Court Improvement Plan.

• A three-year, $5,000 interlocal agreement with the City of Port Townsend to control noxious weeds on the public city right of way.

• An agreement to create an eligibility list for promotion hiring of patrol sergeants.

• A lease with Quigg Bros., for the Clearwater Annex during a road construction project on the West End.

• An agreement for JeffCom to be reimbursed $304,035 by the state Military Department E911 program.

• Approval of a federal match of $211,582 for resurfacing and safety improvements on Upper Hoh Road.

• A professional services agreement for groundwater quality reporting on the county’s closed landfill and septage lagoon.

Port Townsend city

The Port Townsend City Council will conduct a public hearing on the 2019 city water system plan when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The council will consider adopting the plan on a first reading after the public hearing.

The council also will consider appointing the interim city manager and mayor to meet with partners of the YMCA to explore options for an agreement.

It will consider approval on a first reading of development regulations for the Rainier Street Subarea, final approval of the plat for Trail Crest, Division No. 1 and review the leadership team work plan for the next year.

Public Utility District

Jefferson County Public Utility District commissioners will consider a new tier and a new rate for large users of water when they meet at 5 p.m. Tuesday.

The meeting will be at 63 Four Corners Road.

The new rate would be $1 per each 100 gallons for customers that consume more than 30,000 gallons per month.

Presently the most charged for water is 54 cents per 100 gallons for those that use ore than 10,000 gallons a month.

Commissioners also will consider approving titles and bi-weekly salary ranges for non-exempt employees.

They will consider updated water leak adjustment policy and moving funds into the tree trimming fund.

Fire District 3

Clallam County Fire District 3 commissioners will consider a mobilization agreement with the State Patrol when they meet at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., Sequim.

Also on the agenda are updates on policies about sick leave, restricted duty and employment of relatives.

The district covers the east side of Clallam County with a small portion in Jefferson County.
