The Jefferson County commission will consider settling a public records lawsuit for $50,000 when it meets at 9 a.m. Monday and will conduct a public hearing on a shooting range moratorium at 6 p.m. Monday.
The morning regular meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend. It will include an executive session to discuss potential litigation at 10 a.m. The special meeting that evening will be in the Superior Court courtroom at the courthouse.
The prosecuting attorney’s office and the county risk manager have recommended the county settle with Alan E. Harvey of Clark County after a long delay in providing requested public records.
The evening hearing will be on the year-long moratorium on permitting new shooting ranges that county commissioners approved in December.
Items on the consent agenda include:
• Setting a hearing for 10 a.m. March 12 on a new policy to replace the present policy for compliance with the Pubic Records Act/
• Setting a hearing for 6 p.m. April 9 on the Pleasant Harbor Master Planned Resort development agreement and development regulations.
• Setting a hearing for 10 a.m Feb. 26 on the proposed sale of tax title property.
• Calls for bids on providing a supply of aggregate products for bituminous surface treatment for 2018-19 and for removal of waste from a property at 809 Old Hadlock Road per a warrant of abatement issued Jan. 26.
• Consideration of approval of a three-contract with AV CaptureAll for video streaming and archiving. The $7,188 cost is slightly less than the $7,200 budgeted.
• Hotel Motel grant funding to the Jefferson County Historical Society for the Gateway Visitors’ Center and the Jefferson County Tourism Coordinating Council.
• Agreements for Upper Hoh Road emergency repairs and for engineering and architectural services for the Olympic Discovery Trail segment from Discovery Bay to the Larry Scott Trail.
• Considering ratifying step increases for county employees in United Food and Commercial Workers Local 21.
Port Townsend City
The Port Townsend City Council will consider allowing the city library to go fine free when it meets at 6:30 p.m. Monday.
The meeting will be in council chambers at historic City Hall, 540 Water St.
The proposed resolution would adopt an overdue fine free policy for the Port Townsend Public Library. Library cardholders would no longer be assessed overdue fees for materials returned late, although replacement fees would be charged for materials that are lost or damaged.
The city would follow a precedent set by the Jefferson County Library to remove this barrier to access, a staff memo said.
The council will consider allowing the city manager to advertise for bids for the Big Quilcene Diversion Dam Repair Project, which is expected to cost $1.3 million.
The council will consider extending the maturity date of the water and sewer revenue bond anticipation note from March 1, 2018 to March 1, 2021.
A special presentation proclaiming Toastmasters International Week is planned.

Port of Port Townsend
Port of Port Townsend commissioners will discus the 2018 business plan at a workshop at 1 p.m. Wednesday.
The workshop will be at 333 Benedict St.
No decisions will be made.
Public Utility District
Jefferson County Public Utility District commissioners will consider an electrical rate increase when they meet at 5 p.m. Tuesday.
The meeting will be at 63 Four Corners Road.
Commissioners also will consider purchasing property at 210 Four Corners Road, relocating customer service representatives, a low income resolution and home energy loan agreement with Peninsula Housing Authority.
Fire District 3
Clallam County Fire District 3 commissioners will hear a legislative update when they meet at 1 p.m. Tuesday.
Commissioners will meet at 323 N. Fifth Ave., in Sequim.
They will consider standard operating procedures for equal opportunity employment, eliminating workplace harassment, and workplace bullying.
The also will will consider replacement of the phone system.
The district covers the east side of Clallam County with a small portion in Jefferson County.
