The Port Townsend City Council will give consideration to planning commission recommendations on short-term rentals when it meets Tuesday.
The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.
Since 2006, the council has looked into revising the regulation of short-term rentals, defined as rentals for 29 days or less.
Under the city code, rentals with an owner present — such as bed-and-breakfast inns — are allowed in residential areas.
However, non-owner-occupied rentals, which would include homeowners who rent their homes using popular sites such as Airbnb and VRBO, are currently not allowed in residential areas.
The planning commission will give its recommendations to the city council, including proposed text amendments to the municipal code.
Council members also will consider:
• A resolution authorizing the city manager to sign a loan agreement for $204,000 with the state Department of Ecology for predesign work to replace the offshore portion of the city wastewater treatment plant’s outfall.
• A resolution authorizing the city manager to negotiate and execute an agreement for $50,000 with Pyramid Communications Inc. for development of a communications strategy.
• The creation of new positions.
• Reports from the presiding officer and city manager.
Items on the consent agenda include appointments to the planning commission; arts commission; Parks, Recreation and Tree Advisory Board; and Climate Action Committee, as well as officially naming the park on Parkside Drive as Bishop Play Park.
Toward the end of the meeting, the council will go into executive session to discuss potential litigation and evaluate a complaint brought against a public officer.
City offices will be closed Monday for the Presidents Day holiday.
Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 2:30 p.m. to 4:30 p.m. Wednesday in the mayor’s office at historic City Hall, 540 Water St.
Other city committee meetings, which are in conference rooms at City Hall, 250 Madison St., are:
• Historic Preservation Committee: Special meeting, 3 p.m. to 5 p.m. Tuesday, first-floor conference room.
• Port Townsend Planning Commission: Thursday’s meeting has been canceled.
Port of Port Townsend
Port of Port Townsend commissioners will meet this Wednesday.
The regular session will begin at 5:30 p.m. in chambers, 333 Benedict St.
The port will take public comments on the Chimacum Girl Scout Troop No. 41174’s presentation on a life jacket loaner program, as well as a second reading on a U.S. Coast Guard lease.
In addition, port commissioners will discuss the state’s pollution liability insurance agency grant program for underground storage tanks and a Tier II BIG (Boating Infrastructure Grant) application.
Afterward, the port will meet in executive session to discuss potential litigation and personnel.
Jefferson Transit
Jefferson Transit board members will consider a resolution to amend the 2017 capital budget when they meet Tuesday.
The board will meet at 1:30 p.m. at the transit facility at 63 Four Corners Road, Port Townsend.
Other resolutions to be considered are certifications and assurances, an amendment to this year’s board meeting schedule, adoption of the Natural Disaster Hazard Mitigation Plan, disposition of surplus property and authorizing the chair to sign a grant.
The board also will hear reports from the general manager, operations and maintenance.
Jefferson PUD
Jefferson County Public Utility District commissioners will discuss the PUD’s governance policy/manager evaluation when they meet Tuesday.
The meeting will begin at 5 p.m. at 230 Chimacum Road, Port Hadlock.
Other items to discuss will be approval of the PUD labor union agreement, a resolution appointing an auditor and adjusting manager approval level, a PUD credit card, a contract with Team Jefferson for a telecom survey and a possible amendment to the resolution on non-represented staff.
Items on the action agenda include a resolution on the low-income program, a motion on the hiring and conditions of hiring a CFO, a contract for telecom services, a resolution appointing positions and board approval of a meter request for proposals.
Toward the end of the meeting, commissioners will meet in closed session for 15 minutes to discuss collective bargaining and then in executive session.
Development authority board
The Fort Worden Public Development Authority board will meet Wednesday.
The meeting will start at 9 a.m. at Commons B at Fort Worden, 200 Battery Way.
There was no agenda by press time Saturday.
Chimacum School District
The Chimacum School Board will accept two resignations and a retirement in addition to discussing the district’s budget status and midyear budget report when it meets Wednesday.
The meeting will start at 6 p.m. at the high school library, 91 West Valley Road.
Also on the agenda will be discussion of preliminary levy results and action on a facility condition assessment firm recommendation.
The board is also expected to look at revenue projections for 2017-18 and the academic calendar timelines and planning process.
The board plans to meet in executive session after the regular meeting for personnel matters.
