Jefferson PUD, JeffCom prepare interlocal pact

Deal would allow shared services

PORT TOWNSEND — The Jefferson County Public Utility District commissioners have given preliminary approval to an interlocal agreement with JeffCom 911 for shared services.

The commissioners discussed the agreement during their Tuesday night meeting, and PUD staff will prepare the resolution for final approval as an item on the consent agenda at the next meeting on Sept. 1.

The agreement would allow both entities to request service assistance from the other, as long as the other entity has the capacity to fullfil the request and agrees to it, the draft agreement said.

Among the services that could be shared are the PUD’s Geographic Information System (GIS) and JeffCom assisting with after-hours calls for the PUD, said Kevin Streett, PUD general manager, during the commissioners’ Aug. 4 meeting, when the agreement was initially presented.

“Moving forward, they would still like us to help with GIS work,” Streett said.

The agreement says each agency must submit requests in writing and describe them in detail, including timing of completion and maximum dollar amount for the service, and they must be signed by each entity.

The PUD and JeffCom are also responsible for paying for the services they request of the other in full, including employee wages, overhead costs and possible insurance fees, according to the proposed agreement.

The commissioners expressed a general approval of the agreement. However, it does not go into effect until the resolution is formally approved at the next meeting.

There is no set expiration date for the agreement. It can be terminated if both the PUD and JeffCom agree, or one gives the other a 30-day notice of termination, the agreement said.
