PORT ANGELES — A public meet-and-greet for new Clallam County Administrator Todd Mielke is set for 4:30 p.m. Aug. 3 in the commissioners meeting room at the Clallam County Courthouse, 223 E. Fourth St.
The commissioners unanimously approved at their Tuesday meeting setting a public hearing for 10:30 a.m. Aug. 8 to approve an ordinance establishing the administrator’s employment contract.
The seemingly unusual process is the result of amendments to Section 6.10 of Article VI (Administrator) of the Clallam County Charter (County Administrator), which were approved by voters on Nov. 7, 1989, and Nov. 5, 2002.
The ordinance says that if there’s an inconsistency between the ordinance or county personnel policies and the employment agreement, the latter will be followed.
Job contract
The three-year contract, running from Aug. 1, 2023, until July 28, 2026, sets Mielke’s salary at $195,316, which is Range 100 of Step 7 of the 9-step Clallam County pay schedule.
He also will receive a car allowance, 25 days vacation annually and $20,000 to cover relocation costs including transportation, moving expenses and three months housing.
Rich Sill had served as interim county administrator/human resources director since October 2018. “Interim” was removed from his title in December 2019.
In May, the county restarted its search for the top spot to allow Sill to focus on his role as human resources director.
Tom Reyes, Human Resources deputy director, described Mielke, 58, of Nine Mile Falls in Spokane County, as the “clear standout” from the three finalists for the position.
Mielke received a bachelor’s degree in business administration finance and operations management and accounting from Eastern Washington University in 1989 and a master’s in business administration from the University of Washington’s Michael G. Foster School of Business in 2016.
He has served in various positions in Spokane County, including CEO of the Greater Spokane Chamber of Commerce and three terms as a Spokane County commissioner (from November 2004 to February 2016).
His most recent position was the chief administrative officer with the Spokane County Sheriff’s Office.
