New Port Angeles harbor authority to hire interim manager, seek permanent one

PORT ANGELES — It doesn’t have any money yet, but the Port Angeles Harbor Works Public Development Authority has bylaws and officers after its first meeting Wednesday in the public works conference room at City Hall.

Former Port Angeles Deputy Mayor Orville Campbell was chosen as president.

A special meeting is set for 5 p.m. June 23 in the same place to interview Jim Haguewood, director of the Incubator@Lincoln Center, for an interim manager position.

Such a manager would serve during a search for an executive director, who could be paid $150,000 annually.

According to a recent ad, the salary range for the Foss Development Authority’s executive director position was $135,000 to $165,000, said Port Angeles City Manager Mark Madsen.

So the director’s salary probably would be about $150,000, which means the search costs could be as high as $75,000, he said.

The five-person board of directors approved filing the necessary paperwork with the state and the federal Internal Revenue Service to begin legal creation of the public corporation.

The board also set its regular meetings for the first six months at 2:30 p.m. on the first Wednesday of each month.

The corporation’s first-year budget could range from $500,000 to $700,000 although it’s difficult to say right now, Madsen said.

The corporation will approach the port and city for initial funding for the first year, he said.

The city wants to make a “sizable commitment” to the corporation but in increments not all at once, he said.

Port Executive Director Bob McChesney said the port also was interested in providing funding in increments instead of all at once.
