PORT ANGELES — Three Port Angeles men were arrested this week for investigation of selling heroin — and two women were arrested as alleged accomplices. — in what was described as an effort to “disrupt and dismantle” a heroin trafficking organization in Port Angeles.
The arrests were made after investigations by the Olympic Peninsula Narcotics Enforcement Team, OPNET Supervisor Jason Viada said.
Garrett R. Horstman, 20, was arrested Wednesday at a hotel on the 500 block of East Front Street.
Viada said he had sold heroin to an OPNET informant on three occasions last November and December.
Port Angeles police and the U.S. Border Patrol assisted the drug task force in making the arrest.
Stephanie D. Caldwell, 20, also of Port Angeles, was arrested Thursday after OPNET developed probable cause to believe that Caldwell was Horstman’s accomplice during one of the deliveries, Viada said.
Beau J. Silvas, 19, was arrested Wednesday at a hotel on the 1110 block of East First Street for investigation of selling heroin to OPNET on three occasions last November and December.
Devin L. Terry, 23, was arrested Tuesday at an apartment on the 1900 block of South Pine Street for investigation of selling heroin to OPNET on three occasions in December.
Rebecca J. Erwick, 21, also of Port Angeles, was also arrested Wednesday as an alleged accomplice during one of the sales.
Viada said Thursday that the heroin cases were related.
In other OPNET news, Darrin M. Liggins, 43, of Port Angeles was sentenced to two years’ probation last month after pleading guilty to selling methamphetamine to OPNET twice in March.
Thomas A. Reina, 51, of Clallam County will be sentenced Thursday for selling oxycodone to an informant in March 2011, Viada said.
After pleading guilty Dec. 17, Reina was arrested by Sequim police Dec. 31 and charged Monday with possession of heroin with intent to deliver and use of drug paraphernalia.
OPNET is a multi-agency drug task force that covers Clallam and Jefferson counties.
