Gov. Jay Inslee has declared a state of emergency for all Washington counties that experienced wind, heavy rains and floods.

To qualify for Small Business Administration loans, an area must have at least 25 primary residences with losses of 40 percent or more of their estimated fair replacement value, according to Jamye Wisecup, Clallam County emergency management coordinator.

At least five businesses in an area must have sustained “substantial economic injury” and need financial assistance that otherwise is unavailable, she said.

Property owners’ preliminary reports will determine if Jefferson or Clallam County qualify, although Bob Hamlin, Jefferson emergency management director, said it was unlikely either area would reach the qualifying level.

Wisecup said property owners also should contact their insurers to check on their coverage.

Information that owners should have on hand includes:

■   Description of damage, even if insured.

■   Personal estimates of uninsured losses.

■   Estimates of fair-market values of damaged houses or businesses.

■   Records of clean-up and repair costs.

■   Supporting photographs.

■   (Businesses only) Economic as well as physical damages.
