Port Angeles, county sort out pool district agreement

PORT ANGELES — The first meeting of the five-member board that will govern the voter-approved taxing district for the William Shore Memorial Pool is tentatively set for June 3.

Representatives of the city of Port Angeles and Clallam County came to a consensus today on the document that will govern the metropolitan park district approved by voters May 19 to support the town’s only public pool.

The interlocal agreement between the two public entities will be considered for approval by the City Council and three county commissioners at their Tuesday meetings.

The first meeting of the board is expected to be 3:30 pm. in the council chambers at City Hall, 321 E. Fifth St.

The election also will be certified on that date.

The council and commission are also expected to each appoint two of their own members to the board Tuesday.

A fifth board member, likely from Save the Pool PA, will be selected by the four other board members at the June 3 meeting.

At its first meeting, the pool board will work on its 2009 budget.

City Manager Kent Myers said the city will fund the pool until the pool district board can negotiate a loan to tide it over until the district begins receiving property tax revenue in April.

Myers said the city will seek reimbursement for the money it gives to the district.

The pool district will levy an estimated 15 cents per $1,000 assessed valuation on properties within the boundaries of the Port Angeles School District.

Clallam County Administrator Jim Jones said the exact levy amount will likely not be known until February when the properties assessed valuation is updated.

The tally of votes on Friday, when 807 outstanding ballots were counted, showed the district proposal had passed with 7,048 yes votes, or 67.7 percent, and 3,368 no votes, or 32.3 percent.

Out of the 19,161 ballots mailed to voters, 10,418 were returned to the auditor’s office by Friday for a turnout of 54.4 percent.
