Port of Port Angeles updates delegation of authority

Debt collections, Amazon site among other business

PORT ANGELES — The Board of the Port of Port Angeles spent most of its workshop on Tuesday parsing updates to and seeking clarity in its delegation of authority that was required so it aligned with changes made by the Washington state Legislature.

The delegation of authority formally grants power to a port official to conduct business on the port’s behalf under certain circumstances.

After unanimously approving an increase to the maximum amount of a public work contract Executive Director Paul Jarkiewicz could approve from $50,000 to $75,000, commissioners agreed to continue working on the updated delegation of authority at their next meeting on Feb. 25.

Commissioners unanimously agreed to remove from port records $48,000 in bad debt related to outstanding balances at John Wayne and Boat Haven marinas in 2024. The port will continue to pursue the delinquent boat owners — who owed from $909.19 to $7,913.01 — for payment through collections, said Jennifer Baker, the port’s interim director of finance and administration.

In other port news, the port has been in discussions with a carrier to provide commercial air service to Port Angeles. It anticipates making an announcement “imminently,” Jarkiewicz said.

Amazon is seeking an alternative site to the one next to William R. Fairchild International Airport where it had been prepared to build a 35,000 square-foot distribution center. National Environmental Policy Act compliance demanded by the Federal Aviation Administration, a process that could take up to a year, prompted the company to seek a different location in Port Angeles, Jarkiewicz said.
