PORT TOWNSEND — Port of Port Townsend commissioners have approved three projects for completion, including the Point Hudson south jetty replacement, that were budgeted in the port’s 2018 capital improvement plan.
Commissioners reviewed elements of the $4.9 million plan at the Wednesday public workshop. The commission adopted the budget, but not all the projects described in the plan.
Three budgeted items were approved for completion.
• The south jetty replacement project has been ranked the top priority of the port’s capital projects since 2015.
The existing jetty will be removed and a redesigned jetty will be constructed at the entry into Point Hudson Marina.
The estimated cost is $4.24 million. Design of the jetty is complete and bidding is scheduled for April. Construction is expected to begin in September.
• The Jefferson County International Airport project includes resurfacing/reconstruction of the runway. This is a non-discretionary project, as it is mandated by the Federal Aviation Administration (FAA) to keep the airport in operation.
For 2018, the engineering and permitting are targeted to cost $262,000. The project will be funded 90 percent by the federal agency, with the state paying 5 percent and the port paying 5 percent.
A contract is in place and the project is on schedule for permitting, design and work this year.
• Miscellaneous software and a vehicle were approved at a cost of $150,000.
“The capital project summary spreadsheet outlines project estimates, confidence of the cost estimates, if grants and bonds are available and operating revenue that is not budgeted,” said Kimberly Matej, communications manager.
“This is part of the port’s long-range planning, and the project summary list assists the commissioners with decisions about the budget.”
Matej said: “This is the first step of getting us into a regular long term planning opportunity. It’s a new exploration of guiding the commissioners so they can make the budget decisions of the future.”
Other projects in the plan but not approved this week for completion are:
• Items listed for Boat Haven Marina & Yard including bathroom renovation, the resurfacing of the work yard, a roof replacement for the New Day Fisheries Building and shipyard power supply improvements.
• At Point Hudson, improvements were to be made to the Cupola Building, Point Hudson administration building and Shanghai Building. The Armory Building is to get an upgrade for tenant improvements including a partial building demolition and rebuild.
• At the Herb Beck Marina and RV Park in Quilcene, the Coast Seafoods building is to be re-roofed.
