PORT TOWNSEND — The City Council moved a step closer Monday to reaching an electricity franchise agreement with Puget Sound Energy after three years of talks between the two sides.
The council approved the first reading of an ordinance to provide the utility with a franchise agreement for the next eight years, after a 30-year franchise pact expired in 1999.
“For quite some time we’ve been working on an agreement,” City Manager David Timmons said. “There have been ongoing negotiations between the two sides.”
In the interim, the utility has continued to operate under the terms of the expired agreement.
