PORT TOWNSEND — A board investigating an ethics complaint against City Councilwoman Freida Fenn could reach a determination by Thursday.
That’s when the three-member panel plans to meet again to determine if Fenn needed to disclose her relationship with a Port Townsend kayak company — and whether a nod of the head is enough to constitute disclosure.
Fenn, in her first term on the City Council, has been accused of violating the city’s ethics ordinance by former Councilman Al Frank and by Bryn and Leola Armstrong.
