More than a year in the making, Clallam County’s proposed stormwater management regulations have builders railing and environmentalists hailing the document’s basic messages:
* Keep pollution from washing off the likes of paved parking lots and construction site sediment into fish-bearing waterways.
* Prevent polluted stormwater runoff from seeping into the county’s ground water.
* Control floodwaters that rush off impermeable surfaces and damage steam banks and fish and wildlife habitat.
County builders and developers fear that the regulations will jack up their costs and ultimately stem new residential and commercial construction.
