Craig Richbourg, who chairs the Quilcene School Board, also failed to submit his financial disclosure form on time.
Richbourg eventually filed the report and paid a $100 fine, said Doug Ellis, state Public Disclosure Commission director of public outreach.
Telephone calls to Richbourg’s home Friday and Saturday went unanswered.
