EDITOR’S NOTE — Port Angeles City Manager Mark Madsen wrote this memo Wednesday, July 16, the day after last week’s council meeting in which community members asked about the issues surrounding Madsen’s resignation.
Addressing that morning’s article in the Peninsula Daily News about the meeting, which had been written by reporter Jim Casey, it was e-mailed by Madsen at 2:40 p.m. that day to the council members and city department heads.
On Thursday, the next day, Madsen left on a one-week vacation.
Mayor Gary Braun wanted to read Madsen’s memo at Tuesday’s special City Council meeting but did not after City Attorney Bill Bloor noted that Madsen’s e-mail was outside the scope of the meeting.
The special council meeting had been called only to (1) formally accept Madsen’s resignation and (2) formulation of a statement to the public addressing the public’s questions about Madsen’s resignation.
Under state law, no business could be discussed or acted upon by the council beyond those two items, Bloor noted.
Even though it wasn’t used at the City Council meeeting, the memo was released to the Peninsula Daily News because it was a non-confidential public document, done at taxpayer expense.
