Woman accuses Port Townsend police of excessive force

PORT TOWNSEND — The Police Department is conducting an internal investigation into possible use of excessive force on a Port Townsend woman during an alleged drunken driving arrest on Dec. 26.

Shannon Summers, 37, of Port Townsend said the aftermath of the arrest left her with about six broken teeth, a gash on the chin that required stitches and other scrapes and bruises.

According to arresting Officer Tony Polizzi’s police report, when he pulled Summers over on Monroe Street near the future city skate park for a burned-out taillight on her car, she became uncooperative during questioning.

“I asked Summers if she was willing to submit to voluntary field sobriety tests,” said Polizzi’s report.

“Summers told me she was not.”

Polizzi asked Summers to get out of the car, and when he tried to handcuff her, she began to resist, according to the report.

“Summers continued to struggle,” the report states.
